The 30-day tourist visa is free and issued on arrival to every Indian passport holder — there is nothing to apply for and nothing to pay. The IMUGA traveller declaration is also free and is the only pre-arrival formality; sites charging for it are not official. Note separately that resorts levy a green tax and a service charge per person per night, which is a real cost and is often quoted outside the package price.
